City of Napa

Supported by a Prop 84 Grant from the California Department of Water Resources, the City of Napa is offering water customers an incentive to replace their thirsty lawns with water-efficient landscaping. The program offers 50 cents per square foot to replace eligible lawn areas with:

Low-water-use, climate-appropriate plants, and/or
Permeable hardscape, and/or
The program is open to all properties that are served by a City of Napa water account – residential, commercial, industrial, or institutional.

City of Santa Cruz Water District

Even low water use plants take water to get established. We strongly encourage you to wait to plant your new landscape until the water shortage emergency is over. We do not want your new landscape to send you over your monthly water allotment!

Due to drought conditions, the following eligibility requirements have been modified:

Lawns do not have to be green to receive the rebate
Artificial turf installations will be rebated
The project does not need to be completed within 180 days or by a deadline. We ask that you wait to plant when water conditions return to normal

Get an Extra $5K for Converting Turf!

Commercial customers temporarily qualify for an additional $5k for converting non-functional turf through our lawn conversion rebate program.

Foster City

Rebates will be provided on a first-come, first-served basis. Funding is limited, so if you are interested in installing synthetic turf on your property, act now!

Rebates:

Residential customers: $4/sq ft, up to a max rebate of $5,000 per customer.
Irrigation customers (including multi-family residential and commercial where allowed): $4/sq ft, up to a max rebate of 10k per customer.

Lawn removal and replacement with low water use plants or permeable surfaces:

$1.00 per square-foot to a maximum of 2,500 square-feet per Qualifying Property.

Artificial turf, plastic barrier, lawn, or rubber mulch will not qualify for a rebate.

Existing Project Area – All landscape within one contiguous measured area must be converted, no patches may be left unconverted as turf or may be converted to unqualified materials as mentioned above. Project sites that do not have overall 50% vegetation coverage, or containing patches of unqualifying materials, turf, or concrete will not be approved.

Soquel Creek Water District

No Current Rebates

Up to $2 per square foot of turf replaced with low-water-use plants (artificial turf does not qualify).

Vacaville

No Current Rebates Artificial turf is not consistent with a holistic landscaping approach and therefore, is not rebated through the Water Efficient Landscaping Rebate Program.

Vallejo

No Current Rebates

Artificial turf, plastic barrier, lawn, or rubber mulch will not qualify for a rebate.

Zone 7 Alameda

Artificial Turf: Rebates will not be provided for artificial turf that is installed within the converted area.

Modesto

Turf Rebate Program Application (July 1, 2023 to June 30, 2025)

City of Modesto water customers may be eligible for a $2 per square foot rebate when they convert their existing grass area with any qualifying artificial turf products or drought-tolerant landscape products. The rebate amount may not exceed $3,000 per residential City of Modesto water account and/or $6,000 per commercial City of Modesto water account. Funding is limited and applications will be accepted on a first come, first served basis. The City reserves the right to terminate this program at any time and for any reason
